Since it was founded in 2018, Peter Swire has been Research Director of the Cross-Border Data Forum. Support to create the CBDF came from funding Swire received as an Andrew Carnegie Fellow to study “Protecting Human Rights and National Security in the New Era of Data Nationalism.” The work of the CBDF builds on the successful Georgia Tech “Cross-Border Requests for Data Project,” whose main recommendations were incorporated into the U.S. CLOUD Act (Clarifying Lawful Overseas Use of Data), enacted in 2018.
